To Damayan-Buluseño,
When I read the article in this Gazette about Sapngan as a model barangay,
I admired so much its Chairman and the other officials.
But, my admiration suddenly vanished when I received information from
very reliable sources on the illegal activity that has been happening in their
jurisdiction.
I wonder if they knew or pretend not to know about the narra lumbers
being unloaded quietly at night from a garbage truck and stored at the back of a
house along the river near the bridge or spillway.
With ropes tied to these lumbers, they are brought down into the river to
be carried away by the current down to the next bridge.
From there, one can readily conclude where they are brought.
This is a challenge to the barangay officials to catch and arrest those
involved in this condemnable operation which has been denuding our forests
particularly our national park. Surely,
these lumbers came from illegally cut logs.
If legal, why the delivery in an unholy hour?
To give the barangay officials an idea, they should keep watch on the
movements of a garbage truck. If it travels at night, it is not out to collect
garbage but to load lumbers somewhere in a southern barangay with the protection
of the chairman and an ex-chairman. These
lumbers are most likely to be unloaded at the said place or near the vicinity
for easy access to their final destination.
But, I wonder what the Chairman would do when he faces the man behind it.
I learned he (Chairman) owed a lot of gratitude from him during the last
barangay elections.
I hope it is not true.

Mr. Editor,
Nabasa co an “An Totoo Na Katuyuhan” ni Elio Fuentes san nakaagui na
luwas san Damayan-Buluseño Gazette. Nagulat aco san caniya mga ibinulgar. Pero,
mayad man cay sigurado nalinawan na niyan an mga tawo lalo na an mga pulitico
nan mga lider nira san motibo ni Elio san caniya mga magayon na hinihimo para sa
Bulusan nan capwa Bulusanon. Lalo

Aco man sadto nagdududa man con Elio. Pero, san awat na naniwala na aco
na talagang pagdanon hamoc an gusto niya. Haboon siya san pulitica.
Dahil sa namatian co na sinseridad niya caya, suportado aco sa intero na
proyecto san Damayan-Buluseño.
Con nacombinse si Elio sadto ni Gov. Frivaldo na maging mayor san Bulusan,
naniniwala aco na daco na an inasenso san Bulusan sa paagui san turismo. Mao
nagayod an gustohon niya na mangyari cay daco an paniwala niya na mas daco an
potensyal san Bulusan na maging sentro san turismo compara sa iba na lugar na
dinadayo niyan san mga turista.
Aram co, cayang-caya niya himuon an mga plano niya con siya an may capot
san administrasyon san munisipyo caya hamoc nauyamon siya san maation na sistema

pagdanon hanggan macacaya niya.

NAME WITHHELD UPON REQUEST
We will please recall that on 18th January 2000, Mrs. Concesa
G. Montenegro and Albertini G. Montenegro executed a Deed of Donation in favor
of the Local Government of Bulusan (LGU-Bulusan) for the purpose of establishing
a secondary school in the said municipality – it being a requirement that a
land owned by the LGU be donated to the Dep-Ed before any school may be
established. Prior to the execution
of the Deed of Donation, there had been several representations made to Mr.
Albertini G. Montenegro and his family by the former Dep-Ed & LGU officials
to assist the LGU-Bulusan for its acquisition of land.
Several meetings transpired and a memorandum of agreements was forged
that prompted Albertini Montenegro and his mother to execute the above mentioned
Deed of Donation in favor of the LGU-Bulusan.
A careful perusal of the Deed of Donation instantly reveals that what was
contemplated was a conditional donation to the LGU-Bulusan.
But since the LGU officials were willing to honor the forged agreements,
it also imposed the conditions when it executed the Deed of Donation in favor of
Dep-Ed. These conditions in
summary, were as follows:
1.
That the area will be used for the purpose of establishing
a secondary school;
2.
That Mr. Albertini G. Montenegro, whose permanent item is
as Guidance Counselor-I at Magallanes National Vocational High School will be
detailed pending the DBM release of new item for teachers in Bulusan National
High School and to have priority for appointment as Head thereat;
3.
That Mr. Albertini G. Montenegro and his heirs will be
given the exclusive rights to operate the school canteen.
Meanwhile, the wording of the
Deed of Donation (executed by Mr. Albertini G. Montenegro and Mrs. Concesa G.
Montenegro in favor of the LGU-Bulusan) does not categorically state conditions
2 and 3, the same appeared in the Deed of Donation executed by the LGU of
Bulusan in favor of the Dep-Ed.
The Dep-Ed and LGU-Bulusan, in
its desire to fulfill the second condition, arranged that the undersigned be
transferred immediately to Bulusan National High School and be designated as the
TIC thereof, with the additional task of assisting the LGU-Bulusan in
establishing the proposed Bulusan National High School.
Verily, it is in the interest of Mr. Albertini G. Montenegro to actively
participate in the establishment of the said Bulusan National High School,
considering that this will allow him to be closer to his family.
This was the clear intention of the Deed of Donation aside from the
desire of Mr. Albertini G. Montenegro and his mother to open a public secondary
school. The assignment of Mr.
Albertini G. Montenegro made [up for] everything up to the time that Bulusan
National High School was approved by the Secretary of Education. Lest it be forgotten, that Mr. Albertini G. Montenegro was
impleaded as one of the respondents in the application for a restraining order
filed at the instance of the Directress of Jose S. Reyes Memorial Institute to
perpetually restrain him, together with the other respondents from opening
Bulusan National High School.
Truly, Mr. Albertini G.
Montenegro was only detailed as teacher-in-charge of Bulusan National High
School but it appeared that it was in the interest of the LGU-Bulusan to have
the school established by way of approval from the Dep-Ed Secretary and
eventually by legislation. On the
other hand, Mr. Albertini G. Montenegro does not deny the fact that it is his
interest that the school be approved so that the said school may be provided
with the positions, and eventually he would be transferred permanently.
His utmost desire was to
establish Bulusan National High School as requested by the LGU-Bulusan.
He may have conditions set forth but the fact remains that MR. ALBERTINI
G. MONTENEGRO had immensely contributed to the establishment of Bulusan National
High School. This is a clear
indication that LGU-Bulusan refuses to honor the agreements forged by the
previous incumbents.
*Mr. Albertini G. Montenegro was permanently transferred to
Macabari National High School in Barcelona, Sorsogon and has been designated
Teacher-in-Charge.
*His two children Christian Rey Montenegro and Kristine Joy
Montenegro are presently studying at Buhang National High School.
