LGU
DRESSES UP DANCALAN FOR SUMMER

All
systems go!
In
line with local tourism development, LGU Bulusan has
left no stone unturned, injecting a total outlay of
P765,000 into an ongoing project at Dancalan Beach
Resort to brace up for the influx of beach enthusiasts
this summer to this leading ecotourism destination and
recreational center.
The
project investment fund comes from the counter parting
of the LGU and the Liga ng mga Barangay (of Bulusan) and
covers the expansion of site development from the
existing resort to more or less 475 linear meters more
towards the spillway at Dapdap.
Included in the development package are: repair
and completion of the peripheral fence, remodeling of
the function hall, relocation of the
shower/comfort/dressing rooms (including repair of the
drainage), construction of open and closed cottages,
upgrading of electrical fixtures, installation of
display booths for local handicrafts and souvenir items,
and the landscaping of the whole area to accommodate
parking and ecotourism activities.
The
local government unit of Bulusan under the leadership of
Mayor Juan G. Guysayko should be commended for taking
the bold steps in operationalizing the income-generating
enterprise. In December 2003, the Mayor signed Executive
Order No. 21 creating the Dancalan Beach Resort
Management Committee, designing its operation to be a
joint venture between the LGU and the Liga ng mga
Barangay. It
should be stressed, however, that the Dancalan
Development Multi-Purpose Cooperative, Inc. (DADEMCO),
former resort operator, still gets a share from the
venture’s profit-sharing scheme.
Albino
Españo of the Municipal Planning and Development Office
(MPDO) avers that the Dancalan project falls under the
LGU’s priority in tourism development that goes with
the adoption and approval by the Sangguniang Bayan in
2002 and by the Sangguniang Panlalawigan in 2003 of the
Comprehensive Land Use Plan (CLUP) of Bulusan.
As
of December 2004, or in a period of one year, Dancalan
Beach Resort has generated an income of P200,000 more or
less. “We only need to pool resources to create
economic activity. From there we can move to bankroll
other projects. Our next target is Bulusan Lake; that
is, when the Dancalan project is already well in
place,” intimates Mayor Guysayko in an interview.
The
said economic enterprise in fact comes way ahead in
response to a World Bank observation regarding the weak
performance of local government units. In a PDI report,
World Bank country director Joachim von Amsberg, in his
speech read at the assembly of members of the League of
Cities of the Philippines in December 2004, stressed the
need “to strengthen the financing system of LGUs”,
suggesting that “they should mobilize their own
revenue sources to become less dependent on the national
government.”
“Our
target completion is April,”
states DILGOO Rico Gaurino, “but come January 28 we
are already scheduled to host the League of Municipal
Mayors of Sorsogon here in Dancalan.” It was the
DILG officer who encouraged and organized the Liga to
invest in the project.
Participation of the civil society to contribute
to the development objective of Dancalan Beach Resort is
also being encouraged and solicited.
The
Dancalan Beach Resort Management Committee (DBRMC) is
being chaired by the Municipal Mayor, with the Liga
President as vice-chair, the SKF President, all Punong
Barangays, the President of DADEMCO, and the Chair, SB
Committee on Tourism as members.

SENATOR
MADRIGAL SPEAKS BEFORE BULUSEÑOS
A
big crowd of Buluseños was all ears to Senator Jamby A. S.
Madrigal as she spoke highly of the various civic and humanitarian
activities of Damayan-Buluseño, Inc. for the past twenty-two
years, and of the town of Bulusan which she learned is a potential
tourist destination.
This
was the gist of her inspirational talk during the
association’s Christmas party last December 12 at the Knights
of Columbus Clubhouse where she was the Guest of Honor and
Speaker.
According
to the lady senator who is publicly known for her philanthropic
works, the DBI has the same vision and aspirations as hers which
are all for the best interests of the community and fellowmen.
She
advised the officers of the association to submit to her a
resolution seeking support for its projects.
The
senator who is the grand daughter of the late Senator Vicente
Madrigal of Ligao, Albay, said, she liked very much the lato from
Bulusan which she was able to sample in Sorsogon City as guest
of Gov. & Mrs. Raul Lee. It was from the couple that she
came to know about Bulusan as the most beautiful among the
sixteen towns of Sorsogon because of its many different natural
tourist attractions, she continued.
She
showed keen interest in the development of the town’s
interesting spots to make it a major tourist destination in the
Bicol region.
She
also advised the town’s Local Government Unit (LGU) to submit
to her a resolution for this purpose so she could find a way to
procure the needed funds.
However,
the straightforward senator asked the Buluseños to immediately
report to her any illegal logging activities and other abuses
against nature so she can act on them. They are our enemies and
should be prosecuted, she warned.
Based
on his observations on her, DBI President Rogelio F. Fuentes is
very confident that Senator Madrigal is sincere and would be
true to what she said. He also admires her much because of her
candidness and simplicity despite her high social and political
stature. Unlike other guest speakers, she does not want a
lengthy and elaborate introduction. This is the reason why
retired Major Gen. Cesar F. Fortuno who was tasked to do the
honors merely described her in but a few lines in his
introduction of the guest speaker speech.
According
to Mr. Fuentes, the very reason he insisted on inviting the
senator as their guest of honor and speaker in their Christmas
party was because of her deep concern in the protection of the
environment and Mother Nature - just what Bulusan needs in the
midst of all the rampant illegal logging activities happening in
its forested areas, now almost entirely denuded.
Another
factor that urged him to have her as guest of honor and speaker
was her unselfish and untiring service to humanity with all
sincerity and humility, which greatly inspired him.
Mr.
Fuentes hopes that Senator Madrigal’s promise would come to
reality, as it would mean great benefits to the Buluseños
socially and economically.
LUZ
Z. GAMBA IS NEW DBI PREXY
The president of Damayan-Buluseño, Inc. for 2005-2006 is
a self-made woman from Barangay San Roque, Bulusan.
The association’s 1st vice-president for the
last two years, Ms. Luz Zarsuela Gamba succeeded Mr. Rogelio F.
Fuentes who is very confident that under her dynamic leadership
DBI will live up to his expectations and of the Buluseños.
When she joined DBI in year 2000 as one of its directors,
Mr. Fuentes saw in her the strong potential to be his successor
when he finally decides to retire.
A daughter of a poor couple in her barangay which could
hardly make both ends meet during her younger days, she
struggled hard doing odd jobs to support her family.
Through hard work and firm determination to succeed, she
rose to become a successful businesswoman in Metro-Manila. She
is now the president of the family-owned Bulusan Travel & Tours Corporation, Area Coordinator of the
National Independent Travel Agencies, and member of the
Philippine Travel Agencies Association.
A very active civic leader, she was the president of the
San Roque Elementary School Alumni Association, Inc. for
2001-2003; Chairman of the Board of the San Roque Life Bringer
Foundation, Inc.; Treasurer of the REACH Educational Foundation,
Inc.; and Director of Damayan-Buluseño Foundation, Inc.
A religious woman, she is the president of the San Roque
Kapilya Pastoral Council.
For her exemplary services to the community, Ms. Gamba
was the recipient of various awards from government and private
institutions. Among them are: from the Department of Education
- for supporting programs, projects, and activities of the San
Roque Elementary School in the realization of its goal and
targets in 2003; for distinctive leadership and exemplary
performance in her field, Bulusan Centennial Foundation, 2003;
in recognition of outstanding and exemplary service to the
school and the community, 2003; from the Holy Spirit Academy of
Irosin Alumni Association, Inc. as outstanding alumna in 2003;
from LIKAS Foundation which was awarded by DepEd Sec. Florencio
Abad together with SRESAAI, SRLBFI, and San Roque Barangaay
Council for the project “San Roque Experience: Tripartite
Approach to Quality Elementary Education: Ini an Sorsoganon Most Outstanding Barangay award in October 2004;
from the Knights of Columbus for support to its programs,
projects, and activities, St. James the Greater Council 13265,
December 2004.
With such credentials and the full support of the other
officers of Damayan-Buluseño, Inc. and the Buluseños there is
no doubt the vision and aspirations of the association will live
on till the next generations.
SUPPORT
NEW LEADERSHIP
“Extend full support to the new set of officers of Damayan-Buluseño
for 2005-2006 under the leadership of MS. LUZ Z. GAMBA as
president in the same way you have supported me during the past
twenty-two years of my incumbency”. These were the words
of outgoing president, Rogelio F. Fuentes, written in his letter
to the Buluseños in Metro-Manila after their elections last
November 14.
He also urged the new officers to work together in
harmony for the success of all the association’s undertakings
so “we
could leave behind a meaningful legacy to our next
generations.”
Mr. Fuentes also reminded them that if ever they may
initiate new projects in the name of DBI for the benefit of the
community, they should always maintain its already established
traditions like the monthly spiritual gathering and the yearly
civic action, Pista sa
Maynila, and the Damayan Christmas Drive.
He also advised them to live up to the expectations of
the Buluseños in Metro-Manila and in Bulusan.

DBI
LIVES UP TO TRADITION
As expected, Buluseños from all walks of life from the
different areas in Metro-Manila and suburbs gathered together
and filled the spacious basketball court of the Knights of
Columbus Clubhouse. The
occasion was the yearly Christmas party of Damayan-Buluseño,
Inc. last December 12. The
colorful celebration consists of a mass, a program, a raffle and
the merienda y cena.
Main highlight of the affair was the inspirational talk
of Senator Jamby A.S. Madrigal who was the Guest of Honor and
Speaker.
The day’s activities started with a mass celebrated by
Rev. Fr. James Uy of the San Agustin Parish Church at 2:00 p.m.
Unlike in past celebrations of the association, this time the
program had less entertainment numbers to give enough time for
the inspirational talk of Senator Madrigal.
She earlier notified DBI president Rogelio F. Fuentes
that she could not stay long as she had other commitments to
attend to.
In grateful appreciation of her honoring the association
with her presence despite her hectic schedules and her very
inspiring words of wisdom for the Buluseños, DBI through its
president, Rogelio F. Fuentes and other officers present her a
plaque of appreciation.
Hosted by Mr. Andy D. Espedido and Mrs. Marichu F.
Arellano, the program was opened by a very touching invocation
delivered by DBI 1st vice-president Ms. Luz Z. Gamba
accompanied by the singing of the spiritual hymn “Come Holy
Spirit” by the Damayan-Buluseño Choir.
The Pambansang Awit was followed
by the Himno ng Damayan-Buluseño.
DBI 2nd vice-president Engr. Pablito R. Freo,
delivered the welcome address. Before the introduction of the
guest speaker by Ret. Maj. Gen. Cesar F. Fortuno, the choir
rendered lively Tagalog Christmas melodies with participation by
the audience.
To entertain the guests and the audience, a dance number
was presented by the PASIGYAW Dance Troupe of the Pamantasan ng
Lungsod ng Pasig courtesy of Ms. Marichu F. Arellano who is a
faculty member of the said school.
The party lasted until the last prize for the raffle was
given away at about 5:30 p.m.
To say the least, Mr. Fuentes was happy overy the success
of this last party celebration under his administration for the
past twenty-two years. Again, he would like to convey sincerest
thanks and gratitude to all Buluseños who have been very
cooperative in all the activities of Damayan-Buluseño, Inc.
He urged everybody to extend the same cooperation and
support to the new leadership of the association.
X'MAS
DRIVE '04 CHEERS POOR FAMILIES
Despite
the present financial crisis, Damayan-Buluseño, Inc. was able
to push through with its yearly gift-giving of various
foodstuffs and new/used clothes to poor Buluseño families
during the Christmas season dubbed as Damayan Christmas Drive
’04.
DBI
president Rogelio F. Fuentes said that compared with the
previous years, the items given away this time were much lesser
and it’s understandable because of the severe current economic
situation.
At
least, he continued, the association, with the support of
Metro-Manila-based Buluseños and friends and the local
residents did its best to realize its yearly mission to bring
cheer to the homes of our less fortunate fellow Buluseños.
On
behalf of DBI, Mr. Fuentes would like to say THANK YOU VERY MUCH

supervised the repacking and distribution of the Christmas
gifts.
CHRISTMAS
GIFTS 2004 SHARED
The
DBI-Coordinating Board-Bulusan received from DBI-Manila some
used /new clothes, textile and food items. To augment these
gifts, the board also solicited donations from the local
community such as rice, used/new clothes, Quick Chow, groceries,
and cash. Both intentions were for the poor and indigent
families and malnourished children in the Municipality of
Bulusan.
The
used/new clothes and textile were shared with all the
twenty-four barangays through the barangay captains. The few
food items were shared, by gift pack, to wit:

Each
gift pack contains 1 kg rice, 1 can sardines, 1 corned beef, and
2 packs Quick Chow - and was given to individual malnourished
child, while the Milo was given through the BNS/In-Charge of
Feeding for the daily feeding of the children.
The
barangay council members, as their incentive for their
assistance in the distribution of the gifts, were shared 2 cans
luncheon meat and 2 packs Quick Chow each. The hotdog/mayonnaise
were shared as ingredient/dressing for a recipe during the Pasko
ng Pamily, while some were shared with those who helped sort the
Christmas gifts. Special thanks to PNP-Bulusan for the vehicle
used in the collection of local donations.

FORMER
SPONSOR SENDS GIFTS ANEW
For the fourth time, the former sponsor of a scholar of
Damayan-Buluseño, Inc. showered again with gifts the poor
residents of Barangay Sapngan, Bulusan this Christmas season.
Ms. Ma. Ana Concepcion-Maglasang sent two bales of 100
pieces of brand new duster and 100 pieces of brand new t-shirts
which were distributed to the residents by former Barangay
Captain Andres “Ari” Frando and his wife, Helen.
This yearly gift-giving by Ms. Maglasang to Barangay
Sapngan started in 2001. Since then, she never failed to fulfill
her commitment.
Aside from this commitment, she regularly visits,
entertains, feeds and gives gifts to the wards of the Golden
Acress, a home for the aged in Quezon City.
A successful businesswoman, Ms. Maglasang was the sponsor
of Cherry Fuasa who took up Nutrition course at the University
of the Philippines.
